Nascuda a Barcelona fa 46 anys. Antropòloga i infermera. Ha treballat i col•laborat als barris de Sant Antoni i la Barceloneta, participant en la Plataforma en Defensa del Port Vell. Va ser promotora de la Plataforma Ciutadana en Defensa del Menors Immigrants Desemparats.
Per què es decideix una candidatura de consens a la Favb?
Per la voluntat de no excloure ningú. La participació voluntària, no remunerada, avui malauradament no és un valor en alça. Es va pensar en sumar tots els esforços possibles.
Què opines del fet que un 20% d’associacions estiguin presents a la junta?
Crec que és molt important perquè assenyala un vincle molt intens amb el territori. La junta actual representa un pluralisme d’opcions i de sensibilitats força representatiu del que són les associacions.
Com valores que per primera vegada a l’assemblea hi hagi hagut més d’un 60% de participació? Destaca un parell de coses del programa aprovat.
Em sembla un símptoma. El repte serà mantenir la participació i els vincles amb les associacions. Dos temes que em semblen clau que hauríem de poder concretar: d’una part, vetllar pels Drets de Ciutadania; de l’altra, fer un seguiment acurat dels acords del PAM.
Què opines del fet que encara no s’hagi elegit la figura del Defensor del Ciutadà?
Crec que el defensor o defensora de les ciutadanes i ciutadans de Barcelona és una figura clau per tal de fer que la Carta de Salvaguarda dels Drets no quedi només en una declaració de principis de les moltes que tenim.
Com valores el procés de participació en el PAM?
L’Ajuntament està optant per un model de “participació” que jo definiria com més preocupat per mantenir les formes que per fer efectiva una participació real. En relació al PAM el procés ha estat molt desigual. No es pot donar relleu en la memòria participativa a una enquesta resposta per internet i ignorar a la memòria el procés de treball que ha seguit la Favb, per exemple, amb l’elaboració de 115 propostes.

Les desigualtats creixents a Barcelona i els greus dèficits de serveis que pateixen els sectors més vulnerables.
I del Pacte per a la Immigració?
Proposa mides que són interessants però no queden prou definits els objectius ni els indicadors que permetran avaluar els resultats.
Per què un mapa de l’habitatge?
Ens cal conèixer realment els problemes i les necessitats en matèria d’habitatge. Hi ha un seguit d’interrogants que potser “baixant” la problemàtica a cada territori concret podríem respondre de manera més adequada.
Com veus el Fòrum 2004 sense el PP?
Malauradament amb les mateixes hipoteques econòmiques i polítiques que abans i amb unes infrastructures que tindran un fort impacte ambiental i en el desenvolupament futur dels barris veïns.

Dear Eva Fernández. I read your contribution to Catalonia Today regarding Barcelona efforts to attract quality tourists. Although I can understand the wish for quality tourism, I think this is unrealistic in a city like Barcelona which by itself is rather seedy, full of local drug users and alcoholics, prostitutes, and exorbitant crime rate. Barcelona is known in Europe as the “porn capital of Europe”. With a reputation like this, the city attracts the crowd that comes with it. Another example: Local people start drinking in cafes already in the morning for breakfast. In this kind of environment, no quality tourist is really attracted to visit the city. Many visitors actually find Barcelona quite repulsive, dirty and “low class” with enormous crime rate, no safety, no laws to protect them. Even in the surrounding you find an odd fashion to look as unappealing and ugly as is possible. Just look at the teenagers. In what way will all of this attract class tourism? Ugly cities have never attracted the elite. The elite goes where the environment is appealing. I myself am leaving Barcelona simply because the city is unappealing to me while from a financial standpoint I would be a benefit for the city. But no one with money stays in Barcelona. I also find it appalling for me to pay skyhigh rents from a landlord who is little less than a cheat and exploits my foreign background to overcharge me, and lie about the actual size of the apartment I live in to extract more money. Foreigners are not the cause of these exploitations. Its local people who use visitors, and the government who puts no rent control or manage a department that control housing issues.
To achieve quality tourism to Barcelona, the city has a lot of “cleaning” to do amongst its own. Tourism is reducing every year. The reason is very simple: people don’t come to Barcelona for quality. They come here for having a cheaper option than other travel destinations. You have to understand that Barcelona is really nowhere on par with Paris, London and other quality cities. When the tourists discover that Barcelona is equally expensive as these cities but don’t have even half of the quality to offer – they stay away.
If Barcelona wants to attract a more high profile clientelle it needs to remove the huge drug availability; I discovered that most people who come to live in Barcelona is interested in the city because they favor the ease of laws and easy of use to get drugs. The prostitutes would need to go as well; new construction would need far more appealing architecture than the ugly facades that basically ruins the city’s looks; an effort to bring more class to the city by encouraging people to dress and look a bit more appealing would be necessary. As you can understand from this, it is almost unrealistic expectations because Barcelona by itself is known for and associated with seediness, dirt, drugs, whores and crime.
